How many allegations of maltreatment were reported and received an investigation or assessment for abuse and neglect?

During Federal fiscal year 2010, an estimated 3.3 million referrals, involving the alleged maltreatment of approximately 5.9 million children, were received by CPS agencies. Of these referrals, 45 States reported counts of both screened-in and screened-out referrals.

  •  Based on these data, 60.7 percent were screened in, with a range of 25.2 to 98.7 percent among the States and 39.3 percent were screened out, with a range of 1.3 to 74.8 percent among the States.
     
  • Of the nearly 2 million reports that were screened in and received a CPS response, 90.3 percent received an investigation response and 9.7 percent received an alternative response. Of the 1,793,724 reports that received an investigation, 436,321 were substantiated; 24,976 were found to be indicated; and 1,262,118 were found to be unsubstantiated.

The latest stats now show  39.3% screened OUT to begin with. 

Of the 60.7% screened IN, 70.3% of those were determined NO ABUSE.  Additionally, .013% were "indicated", which really means NOTHING.  My own case was "indicated" due to unspecified "additional information", which turned out to be that CPS agent's own report she had just created from thin air just to harass me.

Seriously, is THIS worth the ungodly grief this system is causing for America's Families and unknown MILLION$ of legal expenses for families to PROVE THEIR INNOCENCE and the BILLION$ in expense to the government for all this lying, perjuring, kidnapping shit from the sociopathic CPS agents?

MANY of the "substantiated" cases are also MALICIOUSLY PROSECUTED FALSE ALLEGATIONS.

What REALLY grinds my grits is how many false allegations there are, and how MOST STATES are not reporting the ones they can't spin up a lie about.   

Obviously, Idaho and Vermont are the most honest in accounting for False Allegations, which I believe are utterly PANDEMIC-

Another point in the Summary I want to emphasize-

What were the most common types of maltreatment?

As in prior years, the greatest percentage of children were neglected. A child may have suffered from multiple forms of maltreatment and was counted once for each maltreatment type. CPS investigations or assessments determined that for unique victims:

More than 75 percent (78.3%) suffered neglect
More than 15 percent (17.6%) suffered physical abuse
Less than 10 percent (9.2%) suffered sexual abuse.

First, please understand WHO those numbers represent.  These are the 15 left from the SCREENED IN and investigated every hundred ACCUSED.  

TWENTY-FIVE percent (15% physical + 10% sexual) of that screened in and investigated 15% is-

FOUR PEOPLE OF EVERY ONE HUNDRED ACCUSED actually did something that normal people consider to be actual child abuse.

While SEVENTY-FIVE PERCENT of all screened in cases are for "Neglect".  A.K.A. POVERTY.  

What does CPS do to "help" with the POVERTY problem?  Yes, open a case, fabricate charges against the impoverished parents, take the kids away, get them declared as "Legal Orphans", Terminate the Parental Rights, and adopt the cute ones out.  

The ones who aren't cute, too old, or too pissed off about being KIDNAPPED get DOPED out of their skulls, passed from foster home to foster home, or INSTITUTIONALIZED until they AGE OUT and are tossed on the street.

The phrase "at risk" gets tossed around a lot by educators and social workers. Nowhere is the buzzword more applicable - and more poignant - than in its description of foster youth who are "aging out" of the system at age 18.

Talk about "at risk." One recent study revealed that 54 percent of young men and 25 percent of young women are incarcerated within 18 months of leaving the foster-care system. Another survey showed that 70 percent of California prison inmates have spent time in the foster-care system. FULL STORY

How many allegations of maltreatment were reported and received an investigation or assessment for abuse and neglect?

During Federal fiscal year 2009, an estimated 3.3 million referrals, involving the alleged maltreatment of approximately 6.0 million children, were received by CPS agencies. Of these referrals, 61.9 percent were screened in for a response by CPS agencies.

  • One-quarter of the CPS responses determined at least one child who was found to be a victim of ¦¦abuse and neglect with the following report dispositions: 22.1 percent substantiated, 1.3 percent indicated, and 0.5 percent alternative response victim.
     
  • Three-quarters of the CPS responses determined that the child was not a victim of maltreatment ¦¦with the following dispositions: 64.3 percent unsubstantiated, 8.7 percent alternative response nonvictim, 1.6 percent closed with no finding, 1.3 percent “other,” 0.1 percent intentionally false, and 0.2 percent unknown.

The latest stats now show  38.1% screened OUT to begin with. 

Of the 61.9% screened IN, 75% of those were determined NO ABUSE.


[The math= 75% of 61.9%= 46.425%.  So 38.1%+46.425%=
84.525%]

I do notice that now they are reporting 0.1% intentionally false.  I am willing to bet that is really more like 50%.


Here's our original March 26, 2010 story-


For 10 years, I have been saying-

85% of all reports are unfounded- nothing happened.

Of the remaining 15%, at least half of those, nothing happened either.

The remaining 7 or 8 percent are likely "neglect" due to POVERTY. It is the SYSTEM that is out of control.

I have been challenged on my 85% figure, which admittedly I have been quoting since the year 2000, which was accurate at that time.

Therefore, I am making this update, based on the most recent report from the government agency "childwelfare.gov"--

This factsheet presents excerpts from Child Maltreatment 2007, a report based on data submissions by State child protective services (CPS) agencies for Federal fiscal year (FFY) 2007. How many children were reported and received an investigation or assessment for abuse and neglect?

During FFY 2007, an estimated 3.2 million referrals, involving the alleged maltreatment of approximately 5.8 million children, were made to CPS agencies. An estimated 3.5 million children received an investigation or assessment.

  • Approximately 62 percent (61.7 percent) of referrals were screened in for investigation or assessment by CPS agencies.
  • Approximately 25 percent (25.2 percent) of the investigations or assessments found at least one child to be a victim of abuse or neglect, with the following report dispositions: 24.1 percent substantiated, 0.6 percent indicated, and 0.5 percent alternative response victim.
  • Almost 75 percent of the investigations or assessments determined that the child was not a victim of maltreatment, with the following dispositions: 61.3 percent unsubstantiated, 6.1 percent alternative response nonvictim, 5.7 percent "other," 1.6 percent closed with no finding, and 0.0 percent intentionally false.

Please note that you have to do some math to come up with the figures we are looking for.  

The latest stats now show only 38% screened OUT to begin with. 

Of the 62% screened IN, 75% of those were determined NO ABUSE.


[The math= 75% of 62%= 46.5%.  So 38%+46.5%=
84.5%]

Remember, these figure come from CPS reports to NCCAN (National Clearinghouse on Child Abuse and Neglect), and I believe CPS like I believe in the tooth fairy.  Oh yes, I am saying THEY LIE.  This is required for Collecting the Federal Funding Streams.  

They certainly can't tell the truth- that there really isn't nearly the problem the propaganda says there is.  

Especially note the absurd 0% "Intentionally False" figure.  

I am still willing to say that less than 5% of all reports are REAL abuse, by the definition that any sane person THINKS is abuse.

....Between July 2009 and February this year, the Cumberland County Department of Social Services investigated 2,513 reports of child abuse or neglect. That's 156 more than the same period a year earlier. Of those, 115 were substantiated as involving severe sexual, physical or emotional abuse. A further 308 were found in need of family assessment services, where social workers work to protect the child while keeping their families intact. Of the rest, some investigations found families didn't need services or only warranted a recommendation for services, according to Heather Skeens, the department's assistant director for children's services.

Additionally, some families where problems were reported couldn't be found, other cases lacked evidence and some involved false allegations, Skeens said.

The math= 115 substantiated from 2513 reports = 4.6 percent abused, which includes the highly doubtable "emotional abuse" category.  Then there's 308 families "helped", which is 12.25 percent of 2513 reports.  Which once again is about 15% of total, leaving 85% with NO ABUSE.
