Dr. Shirley Moore and her team is requesting for all residents of Riverside County, San Bernardino County, Los Angeles County and Orange County to contact MIKE FEUER Assembly member, 42nd District and their state assembly and legislature members urge them to consider using Dr. Moore proposed program concerning the family and dependency courts and to have it be placed on a year's trial period.

The recent California State audit summary review of the Sacramento County Superior Court and the Marin County Superior Courtís appointees in child custody disputes revealed the Sacramento family court did not have training documents and other information that could demonstrate that its staff met the minimum qualifications and training requirements to perform mediations and evaluations, and they do not always ensure that its evaluators satisfy the qualifications required by law. They have not adhered to the superior courtís established employee appraisal policy. There was a lack of documentation demonstrating that the private mediators, private evaluators, and minorís counsel on its lists of professionals it deems qualified and some it has appointed have necessary qualifications and inconsistently followed its established process for dealing with complaints about its mediators. The Marin family court could not demonstrate that all of the seven mediators on staff during the period of the audited fulfilled the minimum qualifications initial training and continuing education to perform mediations, and that the private evaluators it appointed to the five cases which was reviewed ,always provided the court with declarations of their qualifications as required. Marin County did not ensure that all minorís counsel appointed by the family court filed the required declarations of qualifications promptly. The Sacramento superior court inconsistently complies with state law and court rules for paying minorís counsel, and has a weak process for reviewing and approving minorís counsel invoices. Both of the superior courts did not log complaints about private mediators and evaluators received during the four-year period that was audited. Both need to strengthen their policies for dealing with conflicts of interest, and they did not ensure that their local rules include all the rules that are required.
Dr. Shirley Moore who has gained the trust and respect of the people throughout the counties of the state of California has proven by her works to promote fairness and due process within the courts system of California.
Dr. Shirley Moore has created a proposal for a program in which will remedy the conflict of interest which exists in today family courts. Dr. Shirley Moore and her team would work directly with the state to ensure that the California family courts in San Bernardino County, Los Angeles County and Orange County would meet the recommendations provided by the California state audit of Sacramento County Superior Court and the Marin County Superior Courtís for family and custody cases.
Dr. Moore would provide the best team possible to ensure that recommendations and evaluations performed are fair and the children best interest would come first.
Attorneys provided by Dr. Moore's professional staff, would have a limited role of position. Their job directive would be to come to the courts, to give recommendations only. At no time would they be allowed to be the attorney of record for the clients, therefore ensuring the recommendations given would be in the best interest of the children and families and would remove any incentives for financial gain.

We the people believe that this program that Dr. Moore and her team has proposed will have so many benefits and the feelings of conflicts of interest will cease.
